A new way of working – a pioneering and unique tri-borough partnership with a shared commitment and responsibility for stewardship, delivering a strategy and approach rooted in innovation and collaboration.
ULV offers significant opportunities for both local residents and potential investors, underpinned by key investment and regeneration objectives:
Affordable Housing & Community Investment
With a focus on sustainable development, we can prioritise affordable housing, ensuring that the influx of new investments doesn’t price out long-standing residents. Community-driven initiatives will involve locals in shaping the area’s future, making it a place where new developments cater to everyone, from low-income families to young professionals.

Business & Creative Hub Development
The transformation of industrial areas into creative hubs and business districts will attract investors interested in the growing demand for office space, co-working environments, and cultural venues. For local entrepreneurs, these developments provide affordable spaces to start or grow businesses, particularly in sectors like design, media, and technology. Investment in these creative industries will stimulate local economic growth, while providing unique cultural experiences.
Infrastructure & Connectivity
By improving transport links, including better access to the underground, rail, and bike lanes, ULV is well placed to attract both businesses and residents seeking easy access to central London – in turn making the area more appealing for investment in retail, hospitality, and tourism-related ventures, also creating jobs and stimulating local commerce.

Sustainability & Green Investment
As part of ULV’s regeneration, we hold a responsibility and commitment to driving sustainable and green initiatives, including creating eco-friendly buildings and green spaces - appealing to investors in the growing green economy, from energy-efficient housing to environmentally conscious commercial developments. For locals, this ensures a healthier environment and long-term sustainability in the community.
Cultural & Heritage Tourism
With its rich industrial and cultural history, ULV is excellently placed to tap into the heritage tourism market, attracting visitors with projects like the London Design Festival, curated festivals, events and historical tours. This influx of visitors will drive local commerce, benefiting the hospitality industry and other businesses, while showcasing the area’s transformation.

Unlocking shared ambition and potential to foster growth, bringing value and optimism to existing and new communities for generations to come.

Protecting & expanding creative culture & industrial heritaget
Rooted in a place-based approach, our investment decisions are guided by a spirit of inclusivity - maximising our strategic locations and growth opportunities, aligned to our dynamic destinations, cultural fabric and character.
A commitment to respect, protect and celebrate the rich heritage and place culture of our three boroughs, building new residential and business communities and attracting more visitors into the area to live, work, experience and enjoy, we’ll enable greater long-term social value.

PLACE-BASED APPROACH

We’re people-focused, bringing together diverse perspectives and interests, enabling regeneration that fosters a meaningful sense of community and promoting all that’s special about the Upper Lea Valley for people to enjoy.

We’re proud of each borough’s highlights and our collective strengths and commonalities.
HARINGEY
Haringey is the world in one borough. A place brimming with creativity, vibrancy, personality, radicalism, diversity and community. A place that is proudly distinctive. For centuries people have come from all over the world and made their home here.
We speak over 180 languages. Our streets buzz with culture: from food markets to street art to roller discos and Nigerian tapas - culture and community is in our DNA. We have amazing green spaces including Finsbury Park, Tottenham Marshes and The Paddock and so many more!

2027 BOROUGH OF CULTURE

We’re proud to be home to the renowned Alexandra Palace, historic Bruce Castle Museum and the world-class Tottenham Hotspur Stadium. Tottenham is the fastest growing events destination in north London, with premier league matches, NFL, rugby, music megastars and the stadium will host the Euros in 2028.
In 2027 Haringey is the London Borough of Culture and we’re planning a year of culture to celebrate our ‘Rebel Borough’.

WALTHAM FOREST
As London’s first ever Borough of Culture, Waltham Forest is a true destination, fusing innovation and rich cultural heritage. Home to an abundance of creativity, enterprise and green open spaces, there’s no shortage of opportunity to experience its creative and outdoor spirit. Testament to the borough being increasingly seen as a ‘Forever Home’ location, Walthamstow was named London’s 2025 best place to live by the Sunday Times.

Birthplace of iconic designer, Walthamstow also hosts the award-winning William Morris Gallery, and imminent West End-Quality culture, courtesy of the new Soho Theatre with its circa 950 seats entertainment venue, as well as Walthamstow Village, with its unique blend of old and new, cafes, restaurants and shops. Blackhorse Lane’s ‘Beer Mile’ and growing cultural and business spaces perfectly showcase the borough’s evolving dynamism from once solid industrial roots.
Named by Time Out as one of the coolest neighbourhoods in the world in 2024, Leyton and Leytonstone boast a thriving food scene, grassroots music venues, as well as Leyton Orient Football club.
With internationally recognised nature reserve, Walthamstow Wetlands spanning more than 13 miles of reservoirs and rare bird viewing spots, and the Queen Elizabeth Hunting Lodge, built in 1543, 30% of the borough is woodland and parks, including 28-acre Highams Park, bordering Epping Forest.

ENFIELD
Enfield is a borough where history meets nature, and creativity flows through every corner. It's a borough with a spirit of innovation, home to Capel Manor College, London’s only specialist land-based college, and the stunning Myddelton House Gardens, where horticultural comes alive. Enfield’s town centres blend historical charm with modern amenities, fostering a spirit of entrepreneurship and innovation.
Enfield thrives with innovation and growth, with vibrant green spaces like Trent Park and Forty Hall, and the lush River Lea Valley. The borough’s rich heritage is showcased at the Whitewebbs Museum of Transport, but Enfield is also focused on the future. The borough is investing in sustainable development, with new housing projects, improved transportation links, and community initiatives that aim to enhance the quality of life for its residents.

MAKER SPACE
The Meridian Water project, for example, will deliver 10,000 new homes, industrial developments, and thousands of jobs. Enfield’s proactive approach to planning and development is evident in its Local Plan 2041, which outlines a comprehensive vision for the future development of the borough, focusing on diverse housing mix, industrial and logistics space, and green and blue infrastructure.
With its mix of historic sites, outdoor adventures, and growing cultural scene, Enfield is a place to invest, explore, create, and thrive, offering an escape just a stone’s throw from the city.
